Multilateral cooperation

Multilateral international cooperation is an important strategic mechanism for establishing constructive and fruitful relations with regional and international organizations in the field of migration by supporting the strategies and strengthening the capacities of this technical and institutional sector, as well as by achieving pilot projects likely to enable the implementation on the ground of the content of the immigration policy adopted by the Kingdom of Morocco

The World Forum on Migration and Development (GFMD) was born at the proposal of the Secretary General of the United Nations, during the High Level Dialogue held on September 14 and 15, 2006 at the General Assembly. The Belgian government subsequently worked to launch the GFMD process as a voluntary, non-binding and informal consultative framework, organized under the leadership of member and observer states of the United Nations.

The GFMD is a forum that enables governments to systematically and thoroughly examine issues related to international migration and development by bringing together government experts from all regions and fostering dialogue, cooperation and partnerships in the goal of achieving practical, action-oriented results at the national, regional and global levels. The Forum draws on the knowledge and experience of international organizations, including those that make up the Global Group on Migration (which includes some 20 international organizations).
Finally, the Forum includes a segment devoted to civil society, which takes place two days before the government meeting, and submits a report of the deliberations to the States.

Since the Berlin meeting, the Forum has instituted a special session dedicated to the private sector, called “Business Mechanism” which allows the private sector and employers to initiate a dialogue with governments in the field of worker mobility.

Structure of the Forum:

1-the Presidency: this is the host country assisted by an IOM management unit, as well as two experts seconded to the presidency.

2-the Troika: as its name indicates it is made up of the State which organized the previous edition of the Forum, the State which assures the current presidency and the State which will assume the presidency the year after . Its mission is to define the orientations of the Forum.

3-Friends of the Forum: the friends of the forum is a structure made up of the State and even a UN agency, it has a consultative mandate. It meets at least twice a year in Geneva, and the travel and accommodation expenses of state representatives are borne by their respective governments.

Morocco plays a central role at the African level in the area of ​​migration. This role is part of the new vision of His Majesty King Mohammed VI that God glorify him, vis-à-vis the African continent, including in the field of migration, in particular through the roadmap presented by his Majesty to the African Union for the Management of Migration in Africa.

The action of Morocco at the continental level is in full harmony with the principles of the AU guided by the vision of an “integrated Africa, prosperous and at peace with itself, supported and led by its own citizens and representing a force dynamic on the international scene ”.

The main axes of coordination with the AU in relation to the area of ​​intervention of the department are the following:

  • The free movement of people, the right of residence and the right of establishment in Africa;
  • The African common position on the Global Compact for safe, orderly and regular migration;
  • Migration policy for Africa and its Ten-year Action Plan (2018-2030);
  • The exchange of experiences in the management of diasporas and their contribution to the development of the Continent.
