Program Achievements

This education and culture program plans to achieve the following three specific objectives:

 

Integrate immigrants and refugees into the formal and non-formal school system (OSP1).

Promote the diversity of forms of cultural expression (OSP 2).

Train immigrants and refugees in Moroccan languages and culture (OSP 3).

The Youth and Leisure program represents an important part of the National Immigration and Asylum Strategy. Its aim is to promote the social integration of young migrants and refugees by offering opportunities for interaction and social diversity, and thus to contribute to living together and to the fight against social segregation.

 

This program aims to develop the practice of sports and leisure activities for young migrants and enable them to benefit from existing infrastructure and programs.

The specific objective of this program (OSP4) is to integrate regular migrants and refugees into sports and leisure programs for young people, through:

Integration of children of young immigrants and refugees in summer camps and trips organized by the Ministry of Youth and Sports (action 2.1)
Integration of immigrants and refugees into national youth and sport programs and establishments and sports activities (actions 2.2 and 2.3)

The health program plans to achieve the following two specific objectives:

Facilitate the access of migrants and refugees to health services under the same conditions as Moroccans (OSP 5).
Coordinate the action of associations in the health field (OSP 6).
Achieving these two objectives involves the following measures:

Integration of regular immigrants and refugees into the medical cover program for the most deprived (RAMED) or creation of a specific scheme (Action 3.4).
Sensitization on health, and training of medical personnel on the care of immigrants (Actions 3.1, 3.2, 3.3 and 3.5).
Integration of immigrants and refugees in special health programs (Action 3.6).
Definition of a frame of reference for a more effective intervention of associations in the health field (Action 3.7).

Access to housing is an essential factor for good social integration of migrants and refugees in the host country.

 

This program aims to promote access to decent housing for migrants, especially those on low incomes. It aims to achieve a specific objective which is to promote the right to housing of regular immigrants and refugees under the same conditions as Moroccans. (OSP 7)

In this sense, and since 2015, migrants can benefit from social housing offers in the same way as Moroccans. These are:

Housing with low real estate value at 140,000 MAD including tax.
Social housing at 250,000 MAD HT.
Housing intended for the middle class above 250 250,000 MAD including tax.

The “Social and Humanitarian Assistance” program aims to integrate migrants into solidarity and social development programs and provide legal assistance to migrants and refugees.

The specific objectives pursued for this program are as follows:

Provide legal assistance to immigrants (OSP 8).
integrate migrants into solidarity and social development programs
(OSP 9).

The integration of migrants into Moroccan society by facilitating their access, under the same conditions as Moroccan citizens, to vocational training and employment services, is one of the pillars on which Morocco’s new migration policy is based. . Indeed, socio-professional integration is unanimously recognized as a key element in the process of local integration of migrants and refugees. It allows migrants and refugees to live in dignified and decent conditions, to acquire economic and financial autonomy, and to interact with the host society as actors in economic and social life.

The objective of the professional training program is to enable regularized migrants and refugees to benefit from diploma or qualification training according to their profile and support for the validation of their professional experience as well as for the realization of income-generating projects or activities. . The objectives are:

Ensure immigrants’ access to vocational training (OSP 10).
Facilitate the professional integration of regularized immigrants (OSP 11).

The ultimate objective of the “Employment” program is to guarantee an honorable and dignified life to regularized migrants and refugees by ensuring them equitable access to the labor market.
This program aims to facilitate access to job search assistance systems, employment assistance and self-employment programs, and to promote equity in work within companies. Three specific objectives have been assigned to it:

Facilitate the access of regular immigrants to employment (OSP 12).
Promote the creation of businesses by regular immigrants (OSP 13).
Cover specific labor requirements (OSP 14).

This program responds to one of the four strategic objectives of SNIA: “Managing migratory flows while respecting human rights”. It aims to strengthen border management in order to limit the flow of irregular immigrants and to combat trafficking in human beings. It also relates to the control of the number of irregular immigrants present in the territory, either by regularization or by return assistance.

This program mainly consists of two specific objectives, spread over 6 actions:

control immigration flows using a humanist approach that respects human rights (OSP 15);

combating trafficking in human beings and trafficking networks (OSP 16).

The “International Cooperation and Partnerships” program aims to develop international partnerships in dealing with migration issues.

Since the implementation of the new migration policy, Morocco has been working in close collaboration with its international partners and is endeavoring to develop cooperation frameworks at regional and international levels in order to create a mutual framework for exchanges and action on migration issues.

The objectives pursued within the framework of this program are as follows:

Develop international cooperation on the basis of the principle of shared responsibility (OSP 17).
Promote co-development (OSP 18).
Promote scientific and technical cooperation (0SP 19).

The “regulatory and conventional framework” program aims to harmonize the national and conventional regulatory framework with the Kingdom’s international commitments.

Migration issues are mainly governed, at national level, by Law 02-03 of 2003, which provides for the procedures for the entry and stay of foreigners in Morocco. However with the establishment of the SNIA and in order to ensure the compliance of the national regulatory framework with Morocco’s international commitments and the 2011 constitution, it is planned:

Upgrading the national regulatory framework (OSP 23), in particular through the adoption of new laws on immigration, asylum and trafficking in human beings (Actions 10.4, 10.5, 10.6), amending the Code labor (Action 10.8), amending the Electoral Code (10.9) and the Dahir relating to the right of association (Action 10.10), and reflecting on the law of nationality (Action 10.11).
Recognition of statelessness status (OSP 20 and Action 10.1).
Alignment of the national contractual framework with international standards relating to the rights of immigrant workers (OSP 21), in particular by continuing to reflect on the signing and ratification of ILO Conventions Nos 143 and 118 (Action 10.2).
The signing of social security agreements with the countries of origin of immigrants (Action 10.3), in order to promote mobility and the voluntary return of immigrants (OSP 22).

This program aims to set up an institutional system which brings together all the actors in the field of migration and the fight against trafficking in human beings around dedicated structures and bodies. It also provides for capacity building actions for the various stakeholders and communication actions. The specific objectives are as follows:

Set up a SNIA coordination mechanism as part of integrated management and shared responsibility. (OSP 24).
Develop monitoring on migration issues (OSP 25).
Build the capacity of actors in charge of immigration, asylum and trafficking in human beings (OSP 26).
Inform, raise awareness of immigration and asylum issues (OSP27).
SNIA’s governance system is based on a participatory approach to consultation, coordination and implementation. Institutional partners at national, regional and local level, associations of civil society, the academic world, the private sector and international partners are invited to participate, through their expertise, their competencies and their presence and experiences in the field. , reflection, planning, implementation and monitoring of SNIA actions.

The MDCMREAM is in charge of organizing and coordinating this consultation. Thus, it provides the Secretariat of the Interministerial Committee responsible for MRA Affairs and Migration Affairs. Monitoring of the progress of the implementation of the SNIA is the responsibility of the steering committee which meets every three months.
