On Monday 28th December 2020, a cooperation agreement was signed between the Ministry of Tourism, Handicrafts, Air Transport and Social Economy, the Ministry Delegate in charge of Moroccans Residing Abroad and the Office for the Development of Cooperation. This agreement falls within the framework of the implementation of article 16 of the Constitution which is in accordance with the solicitude and attention that His Majesty the King, may God assist him, grants this category of our citizens, as well as within the framework of the efforts made to improve the efficiency and effectiveness of the programmes intended for Moroccans Residing Abroad, to mobilise them in the service of Morocco’s development and to strengthen the services addressed to them.

This agreement aims to establish a partnership between the two Ministries, by setting up a cooperation and coordination programme on issues related to the development of the solidarity economy and the development of cooperatives in Morocco. It also aims to encourage investment by Moroccans residing abroad in this field, while benefiting from their expertise and know-how in the service of the development of cooperatives at the territorial level.

Furthermore, this convention aims at exchanging information on cooperatives at the level of the Kingdom’s regions in order to provide them with support and assistance during the creation and post-creation phase, through the implementation of the programme of support and capacity building for cooperatives, with the assistance of Moroccan expatriates competencies.

An action plan 2021-2030 will be put in place to support 80% of craft and tourism cooperatives by Moroccan expatriates over the next ten years.
